AB 132 and the Cradle-to-Career Data System
What is the California Cradle-to-Career (C2C) Data System?
The C2C Data System “is a statewide longitudinal data system that provides tools to help students reach their goals and delivers information on education and workforce outcomes.” Its mission is “to be California’s source of actionable data and research on education, economic, and health outcomes for individuals, families, and communities; to expand access to tools and services to navigate the education to employment pipeline.” It seeks to “[connect] individuals and organizations with trusted information and resources, providing insights into critical milestones in the pipeline from early care to K–12 to higher education, skills training, and employment.”

What is the Relationship Between the C2C Data System and CaliforniaColleges.edu?
The C2C Data System was established by Assembly Bill 132 (AB 132) in 2021, which also codified the California College Guidance Initiative (CCGI)’s purpose in California Education Code Section 60900.5. CCGI manages CaliforniaColleges.edu, the State of California’s official college and career planning platform. CCGI is authorized to manage CaliforniaColleges.edu and provide services to public school districts by California Education Code Section 60900.5.
Through CaliforniaColleges.edu, CCGI works with C2C to help:
- Students and families “explore key information to help plan for, apply to, and pay for college, streamline the college and financial aid application process, and monitor the status of college and financial aid applications.”
- Educators “streamline college and financial aid application review, monitor students’ college planning and application progress to support targeted interventions, and develop action plans based on data about learning, supportive services, and employment.
- The California Legislature, advocates, and researchers “analyze data collected from multiple sources to shape policy and advance educational equity.”
